The dollars just represent a type of international currency and not specifically the american one. As for the English street names it really depends on the Monopoly version you have.

the original game was based on the streets in atlantic city, nj. parker bros. had swapped this game w/ waddingtons in london around the time of its inception to see if they wanted to print it over there. the london version named the streets there for london streets. the pound sign on the board was replaced by dollar when national company printed the board.
